Street Cleaning

The street cleaning department is responsible for cleaning roadways, sidewalks, bike paths, stairs, and bus stops at street level; emptying trash cans; and manually cleaning paths and public squares.
These services are provided on behalf of the City of Jena as well as on a commercial basis.

The obligation to clean public streets stems from the City of Jena’s Street Cleaning Ordinance, which may also transfer certain cleaning responsibilities to residents in some cases.
The ordinance also covers winter maintenance and ensures traffic safety and cleanliness.

Cleaning Frequency

Cleaning takes place on a weekly basis, ranging from once to seven times a week. The frequency depends on the classification of the streets into the corresponding cleaning classes specified in the street cleaning ordinance.

 

Cleaning Classes

Streets are divided into cleaning classes based on their traffic volume and the cleaning work required. These classes determine the frequency of cleaning. The cleaning class is specified in the street directory (Appendix I) of the Street Cleaning Ordinance.

You can find the street cleaning schedule in the street directory of the Street Cleaning Ordinance under “Links.” If your street is not listed, it may be because it is not included in the directory.

For streets that are not cleaned by the City of Jena, the owner of the adjacent properties is required to clean along the edge of their property up to the center of the street.

Street Cleaning Fee

The City of Jena collects fees for the cleaning of public transportation facilities in accordance with the Street Cleaning Ordinance and the Street Cleaning Fee Ordinance.
As a resident, you are required to contribute to the costs of street cleaning—which is performed mechanically and/or, in some cases, manually—since these services also benefit your neighborhood.

The fees are calculated per meter of frontage per year as follows:

  • in Cleaning Class 1 €3.36
  • in Cleaning Class 2 5.88 €
  • in cleaning class 3 8.04 €
  • in Cleaning Class 5 18.96 €
  • in cleaning class 6 19.92 €
  • in cleaning class 7 20.40 €

 

Basis for Calculation

The basis for calculation is the frontage length of the property side or facing property sides along the street through which the developed and undeveloped property is accessed, and the assigned cleaning class (Street Cleaning Ordinance, Appendix I – Street Directory).

In accordance with the function of the frontage-meter basis—as a specific method of cost allocation—it has nothing to do with a specific street-sweeping route in the locality. The basis for the fee is not the cleaning of the section of street located in front of the respective property, but rather the cleaning of the entire street providing access to the property (property-based usage fee).

  • Mechanical cleaning of streets, squares, depots, industrial buildings, underground parking garages, and sidewalks using small and large sweepers
  • Manual cleaning of hard-to-reach areas and stairs
  • Oil spill cleanup
  • Manual rough cleaning of buildings after the completion of structural work and various cleanup tasks
  • Leaf removal by manual labor using vacuum and blower equipment, as well as small vans

  • Rental of portable trash cans for events, with emptying available for a fee as needed

  • Maintenance of fountains and drinking water dispensers

Where should street litter be disposed of?
Street litter must be disposed of in the residual waste bin (black bin) and must not be left in drainage systems or on the street.
 

How is cleanup handled at construction sites?
At construction sites, cleaning is carried out on-site by the party responsible (the construction company in charge) on a case-by-case basis. The construction company has the option of either contracting Kommunalservice Jena or an external company to perform street cleaning.
 

How is the distinction made between street cleaning and winter maintenance?
Winter maintenance has its own priorities, such as clearing sidewalks and applying grit to roadways when they are icy. These tasks are carried out independently of regular street cleaning. No cleaning takes place during snowfall, icy conditions, and/or sub-zero temperatures.
 

What happens if leaves from city-owned trees fall onto private property?
In this case, the property owner must remove the leaves. It is prohibited to dispose of leaves and trash on public property. Dumping leaves and/or trash from private properties onto public property hinders cleaning efforts and constitutes an administrative offense that is subject to penalties.
 

What happens with parked vehicles?
Cleaning is carried out around parked vehicles whenever possible. Residents should be aware of cleaning schedules and, if necessary, move their vehicles to facilitate the cleaning work.
 

Who is responsible for street cleaning?
Residents are responsible for cleaning sidewalks, stairs, and, in certain cases, structurally separated parking bays as well as sections of the street adjacent to their properties. This includes, among other things, removing dirt, leaves, and debris.
On behalf of the City of Jena, KSJ is responsible for cleaning roadways, sidewalks, and public squares according to a defined classification of cleaning categories (e.g., daily in the city center, less frequently in other areas). This includes mechanical and/or manual cleaning as well as emptying trash cans in public areas.
 

Who is responsible for cleaning parking spaces?
If parking spaces are physically separated from the roadway (e.g., by a lowered curb), the responsibility for cleaning them falls to the respective property owner. If the parking spaces are not separated from the roadway, cleaning is the responsibility of Kommunalservice Jena.

Duties include

e.g.: sweeping the facilities, collecting trash, removing overgrown vegetation, checking and regulating water levels, changing the water, controlling algae, cleaning the basins, filters, and inlets, as well as commissioning the fountains and preparing them for winter.
