Street cleaning

The task of street cleaning is the cleaning of roadways, footpaths, cycle paths, stairs, stopping bays level with the roadway, the emptying of litter bins and the manual cleaning of paths and squares.
The services are provided on behalf of the City of Jena and also commercially.

The obligation to clean public roads results from the street cleaning statutes of the city of Jena, which can also transfer certain cleaning obligations to residents in part.
The statutes also include winter road maintenance and ensure road safety and cleanliness.

Cleaning frequency

Cleaning is carried out between once and seven times a week. The frequency depends on the classification of the streets in the corresponding cleaning classes of the street cleaning statutes.

Cleaning classes

Streets are divided into cleaning classes according to their traffic importance and the cleaning work required. These indicate the frequency of cleaning. The cleaning class is specified in the list of streets (Appendix I) of the street cleaning statutes.

You will find the street cleaning plan in the street directory of the street cleaning statutes under 'Links'. If your street is not listed, it may be because your street is not listed in the directory.

For streets that are not cleaned by the City of Jena, the owner of the adjacent property is obliged to clean along their property up to the middle of the street.

Street cleaning fee

The City of Jena charges fees for the cleaning of public traffic facilities on the basis of the street cleaning statutes and street cleaning fee statutes.
As a resident, you are obliged to contribute to the costs of street cleaning, which is carried out mechanically and/or in part manually, as these services also benefit your surroundings.

The fees for the calculated frontage length per meter and year are as follows

  • in cleaning class 1 € 3.36
  • in cleaning class 2 € 5.88
  • in cleaning class 3 € 8.04
  • in cleaning class 5 € 18.96
  • in cleaning class 6 € 19.92
  • in cleaning class 7 € 20.40

Scale and basis of assessment

The scale is the front length of the side of the property or facing sides of the property along the street through which the developed and undeveloped property is accessed and the assigned cleaning class (Street Cleaning Statutes Annex I - Street List).

In accordance with the function of the front meter scale, as a specific type of cost allocation, it has nothing to do with a specific sweeping route in the locality. The charge is not for cleaning the part of the street in front of the respective property, but for cleaning the entire street that provides access to the property (property-related user charge).

Where to dispose of street sweepings?
Street sweepings must be disposed of in the residual waste garbage can (black garbage can) and must not be deposited in drainage systems or on the street.

How is cleaning carried out at construction sites?
At construction sites, cleaning is carried out on site by the person responsible (responsible construction company) depending on the situation. The construction company has the choice of commissioning either Kommunalservice Jena or an external company to carry out the street cleaning.

What is the difference between street cleaning and winter road maintenance?
Winter services have their own priorities, e.g. clearing sidewalks and gritting icy roads. These tasks take place independently of regular street cleaning. No cleaning is carried out during snowfall, icy conditions and/or sub-zero temperatures.

What happens if leaves fall from municipal trees on private property?
In this case, the leaves must be removed by the property owner. Leaves and garbage may not be taken to public areas. Dumping leaves and/or garbage from private properties in public areas hinders cleaning and is an administrative offense that will be punished.

What happens to parked vehicles?
Wherever possible, cleaning is carried out around parked vehicles. Residents should observe cleaning times and move their vehicles if necessary to facilitate the cleaning work.

Who is obliged to clean the streets?
Residents are responsible for cleaning sidewalks, steps and, in certain cases, structurally separated parking bays and sections of road adjacent to properties. This includes the removal of dirt, leaves and garbage.
The KSJ cleans roadways, sidewalks and squares on behalf of the City of Jena in accordance with a defined division into cleaning classes (e.g. city center daily, other areas less frequently). This includes mechanical and/or manual cleaning and the emptying of litter bins in public areas.

Who is responsible for cleaning parking bays?
If parking bays are structurally separated from the roadway (e.g. by a lowered kerb), they are the responsibility of the relevant resident to clean. If the parking bays are not separated from the roadway, cleaning is the responsibility of Kommunalservice Jena.

The tasks include

z. For example: sweeping the facilities, collecting garbage, removing uncontrolled growth, checking water levels and regulating them, changing water, combating algae, cleaning basins, filters and inlets as well as commissioning and winterizing the fountains.

Drinking water dispensers


Public drinking water dispensers in squares and public buildings in the city offer residents and guests the opportunity to refresh themselves with pure drinking water free of charge. In hot summer months with extreme heat, water can easily be taken from these dispensers.
The KSJ is responsible for maintenance, cleaning and repair work.
