Construction Management

The Construction and Quality Management Department is responsible for

  • the city’s civil engineering structures —such as bridges, retaining walls, stairways, and stream culverts—are managed from inspection, maintenance, and rehabilitation through to the planning of new construction, preparation, organization, and supervision of construction work, acceptance inspections, and warranty monitoring.
  • It oversees the City of Jena’s road and path construction projects, from the preparation and execution of the bidding process, contract award, and supervision of construction work to ensure it is completed on time and to the required quality standards, through to final acceptance and warranty monitoring.
  • We have assumed responsibility for construction supervision and inspection of road construction work in development areas, as well as for projects undertaken by third parties such as the Jena Public Transportation Authority, Stadtwerke Jena, and the Jena Water Special-Purpose Association.
  • has implemented the planning, construction, and maintenance of structures on second-order waterways, municipal waterways, and ditches, ensured the maintenance and repair of firewater cisterns and ponds, maintained and managed ditches in outlying areas as a precaution against heavy rainfall events, and maintained and managed the water viewing points along the Saale River to promote tourism and recreation.

Areas of Responsibility in Detail

The responsibilities related to construction implementation include:

  • Preparing and conducting public meetings and engaging with residents as part of the implementation of the respective projects, participating in meetings of the City Planning Commission
  • Preparing and conducting public calls for bids
  • Awarding construction contracts through the commission, the Urban Development Committee, or the City Council
  • Awarding contracts to the most economically advantageous bidder
  • Responsible management of road construction projects in accordance with the Thuringian Road Act (ThürStraßenG), applicable funding notifications, and the regulations of the City of Jena, as well as the VOB
  • Monitoring compliance with building codes and regulations regarding occupational safety and health
  • Management of contract amendments
  • Coordination of scope of work with the participating companies
  • Acceptance of completed work and monitoring of warranty obligations
  • Billing for road construction management services rendered
  • Participation in administrative court proceedings in the event of disputes
  • Support for the Road Construction Contributions Division
  • Participation in the dedication of new road construction projects
  • Review and preparation of PPP (Public-Private Partnership) models

The responsibilities of construction supervision for development areas include:

  • Verifying compliance with the terms of the development agreements
  • Construction and warranty supervision
  • Acceptance of the construction project and associated documentation

The construction supervision responsibilities for other utility providers (Kommunalservice Jena, Jenaer Nahverkehrsgesellschaft, Stadtwerke Jena-Pößneck, and the JenaWasser Special-Purpose Association) include:

  • Supervision and inspection of road construction work
  • Verifying compliance with contractual provisions
  • Coordination with relevant departments/specialized services (e.g., urban development, urban planning, environmental protection, land management, etc.) and municipal enterprises (Kommunale Immobilien Jena, JenaKultur)
  • Determining the areas used to calculate fees and reviewing fee assessment notices
  • Review of submitted as-built documentation
  • Monitoring and billing for annual service contracts
  • Acceptance of services rendered and documents, and verification thereof

Our staff oversees all municipal structures along public roads to ensure they meet the requirements of public safety and order, particularly the recognized rules of architecture and engineering. This department is also responsible for planning new construction projects based on traffic planning guidelines—from the preliminary design phase through the bidding process—as well as managing the awarding of contracts and overseeing the construction work.
 

Across departments, structural engineering assessments are provided as needed for projects of the City of Jena or third parties.
 

The existing infrastructure—including bridges, retaining walls, stairways, and culverts—is continuously inspected and maintained in accordance with applicable regulations. Necessary renovations or replacement measures are planned and carried out.

Maintenance and Development

There are 30 second-order watercourses (streams) within the city limits of Jena. They have a total length of approximately 70 km.

The banks of these watercourses—including their reinforcements and vegetation—as well as the riparian zones are protected by law. For second-order watercourses, the riparian zone is defined as the area adjacent to the watercourse, extending 5 meters in width on each side from the top of the embankment toward the land.

The goal of watercourse maintenance is to establish and preserve a near-natural state of the watercourses.

The construction, alteration, or removal of structures and buildings on, in, under, or over surface water bodies and within the riparian zone requires approval from the water authority.

Our staff is responsible for:

  • regular inspection and organization of waterway maintenance
  • monitoring, operation, and maintenance of structures in the water
  • regular inspection of the tree population, as well as the preservation and renewal of riparian vegetation appropriate to the site, while ensuring compliance with safety obligations
