Advertising in public spaces—posters, billboards, lamppost advertisements, corporate signage, bicycle racks, etc.—constitutes a special use.

 

Legal Basis

These are the Special Use Ordinance and the Special Use Fee Ordinance.

 

Are you planning such an advertisement?

Due to the current significant delays in mail delivery, applications must be submitted no later than 3 weeks before the start of the intended special use in order to receive the necessary documents and poster seal labels.   
Applications submitted late may be rejected, and a fee may be charged.

A fee of €18.00 will be charged for issuing a standard permit, in accordance with the City of Jena’s Administrative Cost Regulations. For extensive applications, hourly fees will be charged. These amount to €13.50 per quarter-hour or portion thereof. Expenses will also be passed on to you as the “permit holder.”

In the city of Jena, events may be advertised no more than 14 days prior to the event date.

We would also like to point out that we do not

  • design services,
  • sell poster boards (cardboard) or
  • put up posters ourselves.

Advertising Media

The following media are permitted upon timely submission of an application and receipt of a positive decision. Fees are calculated based on road category (see Special Use Fee Ordinance).

Fee: €1.20 per item per day
Special provision: Nonprofit organizations receive 30 posters per calendar year free of charge for up to 14 days. Beyond that, a 50% reduction on the regular rate applies. To prove nonprofit status, the current tax exemption notice from the tax office must be attached to the application form.

Note: Guidelines for poster placement can be found in the Special Use Ordinance.
  Posters must be affixed with inspection labels. The permit holder receives these labels along with the permit.

Advertisements that serve as directional signs can be placed on light poles in the city of Jena. These permanent installations are always mounted in a fixed frame system with a mounting plate (75 x 75 cm).
Installation is carried out by Kommunalservice Jena.

 

Fee

The annual fee ranges from €230.00 to €290.00, depending on the street category (see Special Use Fee Ordinance), plus the cost of the mounting plate and installation.

 

Preferred Location

When submitting the application, please specify the desired location for the advertising structure. We will then review this request. If the desired location is not available, we can work together to determine an alternative location.

The following special uses are also permitted on publicly designated land:

  • Corporate advertising
  • Bicycle racks with advertising space
  • Tobacco and vending machines

How does the application process for special use work?

  1. Fill out the application for special use and submit it to us.
  2. You will receive a fee notice.
  3. Once you’ve paid, we’ll issue the special use permit (with conditions and additional information).
  4. For posters, you’ll receive the approval labels to affix to them.

Ströer also offers a wide range of advertising media in Jena. Bookings for these advertising structures (e.g., advertising columns, large-format billboards) are made directly through Ströer.

 

Special Provision for Clubs

A limited, free advertising budget is available for clubs, which can be used subject to availability.
Please note: Production and installation costs are not free and are not included in the advertising budget.
