"White Spots Program (WFP)" 2017 - 2025
Since the end of 2015, the German government has been funding the expansion of high-performance broadband networks throughout Germany. Kommunalservice Jena is in charge of the "Weiße Flecken" funding project in the city of Jena.
"White spots" are those address points that do not yet have a broadband connection* and will not be provided by a telecommunications company (TKU) in the foreseeable future. All valid postal addresses were taken into account, regardless of their current use.
At the end of 2017, the city of Jena successfully acquired funding to eliminate the "white spots". The construction and operation of the broadband network was put out to public tender at the beginning of 2019 and awarded to Thüringer Netkom, a subsidiary of TEAG Thüringer Energie AG. The contract to build a broadband network was concluded with Thüringer Netkom in July 2020.
The network expansion is carried out by the telecommunications companies themselves. The city of Jena only coordinates within the scope of its legal responsibilities - for example by issuing excavation permits or traffic regulations.

Self-financed new network construction since 2025, target: approx. 40,000 homes by the end of 2027.
Kommunalservice Jena (KSJ) provides information on the current status of broadband expansion on its website. It is currently not possible to allocate specific time windows for individual addresses. This detailed information is not available to the municipal authorities as it is controlled by the telecommunications companies. If you would like to know whether your connection is already being marketed, it is also worth asking your telecommunications provider directly.
Yes, as long as the representatives can clearly identify themselves as employees of Deutsche Telekom, Thüringer Netkom or OXG and it is only about your home connection. Don't let them put you under pressure, you can usually book a suitable Internet tariff at a later date. Make sure that your desired provider is also available on the respective network.
Not necessarily. All active network operators pursue a so-called open access approach. This means that various tariff providers can offer their services on these networks - but only if corresponding contracts exist between the network operator and the Internet provider.
In the available tariffs and partners. Although they all follow the open access principle, not every service provider (e.g. T-Online) will be available on every fiber optic network.
Some providers link the connection to a product booking. Those who book early are given priority connection. Without a product booking, the connection can be delayed or made up for at an additional cost.

Don't make a hasty decision. Reputable sales staff will not put you under pressure and will be happy to come back. Claims that serve to revise the decision you have already made and urge you to make a quick decision are just as dubious as exclusive legitimization by a higher authority, e.g. the city of Jena.
Ask to see the employee's ID and make a note of the date and name. We will be happy to forward justified complaints to the responsible companies.
If you are part of a homeowners' association (WEG), the fiber optic connection in the building cannot simply be ordered individually. A joint resolution of the owners' association is always required to lay the lines within the building. One point is particularly important for your owners' meeting: legally, several telecommunications companies are allowed to lay their own lines in the building at the same time. In Jena, Deutsche Telekom, OXG / Vodafone and Thüringer Netkom are currently active, among others. This can mean in practice: Without a clear definition, different providers could gradually lay their own cables in the stairwell - with corresponding expense and multiple construction works.
